Understanding QII: High-Quality Insulation Installation for Homeowners

QII, or Quality Insulation Installation, is a standard established by the California Energy Commission (CEC) to ensure that insulation in homes is installed properly. It helps improve the energy efficiency of your home by preventing heat from transferring between the inside and outside of your house. To make sure your home's insulation meets this standard, a certified inspector, called a HERS Rater, will examine it.


The HERS Rater will confirm that your insulation is installed according to the manufacturer's specifications and that it meets or exceeds the requirements of the Title 24 Design or the CF-1R, which are energy regulations in California. To do this, the HERS Rater will typically visit your home twice – once during the construction phase, before drywall is installed, and then again near the final inspection.


During their inspections, the HERS Rater will check the following:

  1. The insulation is the correct type and has the proper R-value (a measure of insulation's effectiveness)

  2. There are no gaps or voids between the framing or insulation

  3. The insulation isn't compressed, so it can achieve its full thickness

  4. Pipes and wires are properly insulated without compression

  5. An air barrier is installed at all exposed faces of the insulation

  6. Electrical boxes are neatly cut out in the insulation and have a tight fit with no gaps or holes
